What a Cyprus solar installation quote should say in writing

A residential solar quote in Cyprus is comparable only if it states the array size in kWp, the equipment by make and model, who submits the grid connection application, and what is excluded. Recorded installed prices run €900 to €1,300 per kWp with a median of €1,080, and a one-page quote showing a single total can sit anywhere in that band without anyone being able to say why. The eleven items below are what turn a price into a scope.

Why written scope matters

Solar is one of the few home installations where three parties have to act before the system does anything: the installer, the Electricity Authority of Cyprus, and the ministry administering the grant. Each has its own timetable, and each can be left out of a quote without the omission being visible.

The first effect is on comparison. Divide every total by the array size before reading it — a larger system at a higher headline figure is frequently the lower unit price, and the €900 to €1,300 band only means something once both quotes are expressed the same way. District movement is real but smaller than the specification gap: recorded ranges sit about 12 per cent above the island median in Limassol district and about 6 per cent above in Paphos, roughly 4 per cent below in Larnaca and about 8 per cent below in Famagusta district.

The second effect is on liability. A quote is the document that says who owns the roof waterproofing after a penetration is made, who carries the delay if the network asks for a load assessment, and who pays when a 1980s consumer unit turns out to need replacing. None of those are unusual events in Cypriot housing stock, and all of them cost less to allocate in advance than to argue about afterwards.

The eleven items a quote needs

1. 1. Array size in kWp and the module schedule

   Rated size in kilowatt-peak, plus module make, model, count and rated watts each. Everything else in the quote is compared against this figure.

2. 2. Inverter make, model, type and warranty term

   String inverter, optimisers or microinverters is the specification decision that most often explains a price gap, and the inverter is the component most likely to need replacing first. The warranty term belongs in years, in writing.

3. 3. Mounting system and the grade of every fixing

   On coastal roofs — Kato Paphos being the clearest case — salt-laden air makes galvanised and marine-grade fixings the standard specification rather than an upgrade. A quote that does not name the grade has not priced one.

4. 4. Storage capacity, or an explicit statement that there is none

   Lithium storage is recorded at €480 to €850 per kWh installed and commissioned, which is the single largest reason one quote can approach double another. Capacity in kWh and chemistry, or the word "none".

5. 5. The roof interface

   Ballasted or penetrating, how penetrations are sealed, what making good is included, and whether an existing roof waterproofing warranty survives the work. On flat roofs this is the detail that generates the most later disputes.

6. 6. Access equipment, and for how long

   Scaffolding runs €4 to €13 per square metre per week, charged from erection to dismantling rather than for days worked. On hillside plots above Peyia, where approach roads limit vehicle size, crane access is a separate question and a separate cost.

7. 7. AC and DC electrical works in full

   Cable route and length, isolators, DC and AC protection, earthing, and whether the existing consumer unit is being reused. In the 1970s to 1990s Strovolos-era blocks a board upgrade is common. Certified electrician labour is recorded at €32 to €65 per hour, which is what a variation here will be priced against.

8. 8. Grid connection: who applies, and when

   The application to connect and export-meter is submitted by the installer before commissioning and typically takes around 45 days. The quote should say who lodges it, whether the fee is inside the price, and what happens to the programme if a load assessment is required — routine on the dense tourist-area feeders around Germasogeia.

9. 9. How the grant is handled

   The residential photovoltaic grant is worth up to €1,500 on a primary residence and is applied for before installation begins. The quote should state who prepares the application and confirm that the price is quoted gross, because the grant is paid to the household rather than to the installer.

10. 10. The commissioning pack

    Test results, the electrical certificate, the as-built string layout and the monitoring handover. These are part of the job rather than extras, and they are what a future buyer's surveyor will ask to see.

11. 11. Aftercare, priced separately from the warranty

    Product warranty and workmanship warranty are different terms and should be stated separately. Maintenance visits covering a clean, an inverter check and an output report are recorded at €60 to €180 per visit; whether the first year is included belongs in the comparison.

Payment stages

A solar installation is equipment-heavy and labour-light, which is what shapes a reasonable payment schedule. Modules, inverter and mounting are ordered stock that the installer pays for in advance, so a deposit that covers the equipment is normal. A deposit materially larger than the equipment value is not, and the way to test it is to ask which items the deposit is buying.

Four stages cover most residential jobs: a deposit on order, a payment on delivery of equipment to site, a payment on completion of the installation, and a final tranche released when the commissioning pack is handed over. That last stage matters more than its size. The connection application typically runs around 45 days and is submitted before commissioning, so a household that has paid in full when the last panel is bolted down has no leverage left over paperwork that has not yet been produced.

Where a battery is included, its delivery is often the longest lead item and is worth staging separately rather than bundling into a general materials payment.

Variations and how they are priced

A variation is a change to the scope after the quote is accepted. Four are common in Cyprus and none of them are anybody's fault: roof condition found once the surface is examined, a consumer unit that cannot safely take the new circuit, a longer cable run than assumed, and a load assessment required by the network.

The protection is not to forbid variations but to fix the rates in advance. The quote should state the hourly labour rate that variations are priced at — certified electrician time is recorded at €32 to €65 per hour — and the weekly rate for extending access equipment, at €4 to €13 per square metre per week. With both fixed, a variation becomes arithmetic rather than a negotiation conducted while the roof is open.

Each variation should be issued as a written instruction with a price before the work is done. Verbal agreement on a roof is the most expensive form of contract available.

Red flags

A single total with no kWp figure. There is nothing in it to compare and nothing to hold anyone to.

A price expressed per square metre of roof. Systems are priced per kWp installed; roof area is a constraint on how much capacity fits, not a basis for pricing.

The grant presented as a discount off the installer's price. It is paid to the household on a primary residence, up to €1,500, and applied for before installation begins — a quote that treats it as its own price reduction has either misunderstood the scheme or is relying on the household doing so.

No inverter make and model. This is where specification differences hide most effectively.

The connection application described as something to sort out later. It is a 45-day step that precedes commissioning, and leaving it undated is how a two-week installation becomes a summer without export.

A total below the recorded range with no exclusions listed. Quotes under €900 per kWp exist and some are legitimate; the ones that are will say what has been left out. For scale, a standalone off-grid system runs €1,600 to €2,900 per kWp — the products behind a price are not interchangeable.

The quote should already say. Around Germasogeia and other dense tourist-area feeders this is a routine outcome rather than an exception, and the question is only whether the delay and any resulting network cost sit with the installer or the household. Agreeing it before signing costs nothing.
