Three technologies compete for the same Cypriot roof, and they are not interchangeable. Photovoltaic panels make electricity. A thermosiphon solar water heater makes hot water and nothing else. A heat pump cylinder makes hot water out of electricity, which means it displaces the water heater and pairs with the panels. The useful question is not which is best in the abstract — it is which of the three the property does not already have, and how much daytime electricity the household actually uses.
The options
Rooftop photovoltaic (PV) under net metering. Modules on the roof, an inverter on a wall, and a bidirectional meter. Output on an unshaded Cypriot roof runs at roughly 1,500 to 1,700 kWh per installed kWp per year, which is at the top of the European range and the reason the arithmetic here differs from northern Europe. Installed cost is quoted per kWp rather than per panel.
Thermosiphon solar water heating. The two-panel-and-a-cylinder arrangement already visible on most older Cypriot roofs. No pump, no controls, no electricity consumed. It covers domestic hot water for most of the year and falls back on an immersion element in the coldest weeks. It is the least sophisticated option on this list and, per euro spent, historically the fastest-paying.
Heat pump hot water cylinder. An air-source unit that extracts heat from ambient air into a cylinder, quoting a coefficient of performance of around 3 in mild conditions — roughly three units of heat per unit of electricity. It needs electricity to work, so on its own it converts a hot water problem into an electricity problem. Combined with PV and a timer set to run at midday, it becomes a way of storing surplus generation as hot water instead of exporting it.
PV with battery storage. The same panels with a lithium battery absorbing midday surplus for evening use. It removes the export problem entirely, at the cost of the most expensive component in the system and one with a defined cycle life. Storage sizing and whether it pays under current tariff structures is a separate calculation from the panels themselves.

Two entries in that table decide most cases. Shading is the first: a chimney, a water tank or a neighbouring block that shades one module for two hours can drag an entire string down on a basic string inverter, and it is the most common reason a system underperforms its quote. Roof rights are the second: in a block, the roof is usually common property, and installing on it is a decision for the management committee rather than for one owner.
Which suits which property
A 1970s–1990s apartment in Strovolos. The block stock here is dominated by buildings of that period, which means the roof is shared, the riser is shared, and the electrical installation is often original. Solar water heating is already present on many of these roofs and is the straightforward thing to replace when it fails. PV is possible but is a building-level project, not a flat-level one, and the wiring condition should be established before an inverter is added to it.
A detached house in Nicosia. Inland Nicosia has the widest temperature range on the island, which means the largest summer cooling load — and cooling load is daytime load. That is the profile PV rewards, because units consumed as they are generated offset the full retail rate while exported units do not.
A coastal property in Kato Paphos. Direct coastal exposure means salt-laden air. Galvanised and marine-grade fixings are standard specification here, not an upgrade, and mounting rails quoted in untreated steel are a reason to query the quote rather than accept it. Soiling also accumulates faster near the coast, so cleaning frequency belongs in the ten-year sum.
A hillside plot in Peyia. Steep access roads limit delivery vehicle and crane size on many plots. That does not change the panel price; it changes the labour line on everything delivered to the site, which is why the same specification quotes differently across districts. The district pages on this site exist to show where that gap is real rather than assumed.
An apartment in Germasogeia. Dense tourist-area grid connections mean export applications frequently require a load assessment before approval. This is a programme item rather than a cost item, but it is the step that most often delays a commissioning date.
A holiday property in Protaras or Paralimni. Occupied a few weeks a year, the building exports almost everything it generates and consumes almost nothing at the retail rate. Solar water heating still earns its keep for the weeks the property is used. PV, on that occupancy pattern, does not behave like the payback models assume.
Cost over ten years
Installed price is the smallest part of the comparison. Over a decade, four other lines decide the outcome.
What the generation is actually worth
Under net metering, electricity consumed as it is generated offsets the full retail rate; electricity exported does not. Two identical systems on two identical roofs can therefore return materially different amounts, entirely because of when the household is at home. Sizing to the daytime baseline usually beats sizing to the annual bill.
Replacement intervals
Modules carry product warranties commonly running 10 to 15 years and performance warranties commonly running 25. The inverter is the component most likely to need replacing before the panels do, and a ten-year comparison that omits one inverter replacement is not a ten-year comparison. Solar water heating has no inverter but does have a cylinder, and cylinder corrosion and scale set its life. A heat pump cylinder has a compressor, which is the most expensive part of it.
Maintenance and soiling
Panels lose output to dust and salt gradually enough that nobody notices, and by enough over a year to matter on a coastal roof. Solar water heating is close to maintenance-free until the anode or the cylinder goes. A heat pump cylinder needs its air path kept clear and its refrigerant circuit intact.
Exposure to the tariff
A solar water heater is insulated from electricity prices for most of the year, because it uses almost none. A heat pump cylinder is fully exposed to them unless it is being run off surplus PV. PV is exposed in the opposite direction: it benefits when the retail tariff rises. Anyone comparing the three over ten years is implicitly forecasting the EAC tariff, and it is better to do that explicitly.
The order that usually comes out of this, for a house with none of the three installed, is: solar water heating first because it is the smallest capital sum against a load that exists every day of the year; PV second and sized to the daytime baseline; storage or a heat pump cylinder third, once the export pattern is known from a year of real meter data rather than estimated in advance.

Common questions
Is a solar water heater still worth fitting if the roof already has PV?
It depends on what else the roof area could be doing. Where roof space is unconstrained, the water heater covers a daily load without consuming any of the generation the PV produces, which leaves that generation free to offset other usage. Where roof space is tight, the comparison becomes direct: the same square metres either make hot water or make electricity, and the answer follows the household's hot water consumption.
Does a heat pump cylinder make sense alongside net metering?
It can, because it converts exported units — which are not credited at the full retail rate — into stored hot water at a coefficient of performance around 3. That is only true if it runs at midday. On a night-time timer it is simply an electricity consumer, and it should be compared against a solar water heater on that basis.
Can an apartment in a block install PV?
Not as an individual decision in most cases. The roof of a block is normally common property, so the installation is a management committee matter, and in denser grid areas an export application may need a load assessment first. Solar water heating is more commonly retrofitted on block roofs because the precedent already exists on most of them.
What should a quote contain before it is accepted?
A per-kWp installed price rather than a per-panel price; the inverter make, model and warranty term stated separately from the modules; a shading assessment that names the obstructions rather than declaring the roof clear; the fixing specification, which on a coastal site should be galvanised or marine-grade; who submits the grid application and when; and what is excluded. A quote below the recorded range is usually missing a scope item rather than offering a better price, and the item most often missing is the electrical work between the inverter and the consumer unit.
