Swimming pool quotes in Cyprus — what should be in writing

What a Cyprus pool quote has to put in writing: shell specification, the plant schedule, excavation risk, permits, payment stages and priced variations.

A pool quote that can be compared against another carries the dimensions and depth profile it is priced against, the shell method and concrete grade, the tanking system by name, a plant schedule with a turnover rate, a stated assumption about what is under the topsoil, and the point at which the contract stops — usually the coping stone rather than the paving beyond it. No two contractors scope this work identically, which is why the lowest total on the table is so often the one that assumed the least.

Why written scope matters

Every range above carries the number of quotes behind it and the month it was recorded, and that provenance matters more here than on most trades. The common domestic reference on the island is an 8 m by 4 m pool — roughly 32 m² of water surface at 1.2 to 1.5 m depth. Anything materially deeper, larger or shaped rather than rectangular cannot be measured against that figure without adjustment, because depth drives excavation volume and wall thickness at once.

Two costs sit outside per-square-metre logic altogether. Plant is close to fixed: a small pool and a large domestic one need much the same filtration hardware, pipework and pump housing, so cost per square metre falls as the pool grows. Ground conditions are binary rather than proportional — either the excavator gets through the material or a breaker is hired and every subsequent day is priced differently.

Geography narrows the specification before price enters it. On hillside plots in Peyia, steep access roads limit crane and delivery vehicle size, which often decides the shell method rather than the budget doing so. Around Oroklini the salt lake raises humidity and groundwater, changing the dewatering method and the tanking. In parts of Pissouri, known ground movement makes a structural survey standard before design rather than a precaution after a quote. In Kato Paphos the salt-laden air makes marine-grade fixings standard for handrails, ladder anchors and coping restraints.

The eleven items a quote needs

  1. 1. Dimensions and the full depth profile

    Length, width, shallow-end depth, deep-end depth, and whether the floor slopes or steps. Two of those change the excavation volume and the wall design at once, and a quote priced on surface area alone has not fixed either.

  2. 2. Shell method, concrete grade and reinforcement

    Reinforced or sprayed concrete built in place, or a one-piece moulded shell craned in. The quote should name the method, the grade and the reinforcement schedule. A moulded shell removes shell labour and replaces it with a lift and an oversize delivery route.

  3. 3. The tanking system, by name

    "Waterproofed" is not a specification. The system, the number of coats and the detail at floor-to-wall junctions and pipe penetrations decide whether the structure holds water, and they are the items least visible once the pool is tiled.

  4. 4. The excavation assumption and the rock rate

    Nobody prices rock accurately from a site visit. The quote should state the material assumed and carry a rate per cubic metre for breaking, so the most likely variation on the job is arithmetic rather than a negotiation held with an open hole in the garden.

  5. 5. Spoil removal and licensed disposal

    A pool at domestic reference size generates a substantial volume of spoil that has to leave by lorry, and licensed disposal is chargeable. Where a lorry cannot turn, the material moves in smaller vehicles, and that cost appears as a higher rate on everything.

  6. 6. Skimmer or overflow, stated plainly

    A skimmer pool holds its water below the coping. An overflow or deck-level pool spills into a perimeter channel and needs a balance tank, a larger pump and more pipework. The visual difference is a few centimetres; the cost difference is a second below-ground structure with its own excavation — and it is often buried in a drawing rather than written in the quote.

  7. 7. The plant schedule, not the brand

    Pump duty, filter size, turnover rate and the dosing method. A quote naming a turnover rate can be checked against the volume; one naming only a manufacturer cannot. An undersized pump is invisible on paper and obvious in August.

  8. 8. The plant room itself

    Position, size, ventilation, drainage and how the equipment is reached for service. Plant rooms are often drawn and rarely priced, and a pump housing without drainage is a problem from its first backwash.

  9. 9. Electrical supply, bonding and the certificate

    A separate trade and a separate document. The supply to the plant room, the equipotential bonding of the pool structure and the certificate issued at the end should be named as included or excluded, with no ambiguity between them.

  10. 10. Where the contract stops

    Coping, waterline tiling and the internal finish are one decision; the paving, drainage falls and reinstatement of the garden the excavator crossed are another, and the surround is often larger in area than the pool. Render and paint, liner and full mosaic are three different brackets on the same shell.

  11. 11. Statutory applications and whose fees they are

    Whether the contractor, the engineer or the owner lodges the planning and building permit applications, which drawings are included, and who carries the fees. A pool is a structure, so this sequence is not optional.

Payment stages

Payment should follow events rather than dates. Excavation complete, shell poured and cured, tanking finished and tested, plant commissioned, snags cleared: five verifiable moments, each of which either happened or did not.

Two are worth defending. A tanking test before tiling is the only chance to find a defect while it is still inexpensive to reach, and a retention held until the pool has run a full filtration cycle keeps the contractor's attention through commissioning, which is where plant problems surface.

Variations and how they are priced

Three rates settle most of them: the day rate for additional labour, the markup on materials bought for a variation, and the threshold below which small items are absorbed. Four are common enough on Cypriot plots to be carried now as provisional sums with the rate visible:

  • Rock is met above the design formation level. The single most likely variation, and the one most often left as a bare provisional sum with no rate behind it.
  • Groundwater has to be managed. Dewatering, and a tanking specification chosen for pressure from outside rather than water from inside. Near the Larnaca salt lake this is a planning assumption, not a surprise.
  • The retaining structure becomes part of the pool. On a sloping plot the retaining design is integral rather than an afterthought, and it needs an engineer registered with ETEK.
  • Access proves worse than surveyed. Narrow approaches, a crane that cannot reach, or a delivery that has to be broken down and carried.

Each should be a named line with a price or a formula behind it, not a sentence about additional costs being advised in due course.

Red flags

  • A price per square metre with no depth profile. Depth drives excavation and wall design, and neither is proportional to surface area.
  • Excavation as a single lump with no assumption stated. The risk has been left unallocated, and it will be allocated later under pressure.
  • No turnover rate. The plant is a third of the mechanical value of the pool and the only number that lets two schedules be compared.
  • Silence on who lodges the applications. The consent stage is the long pole in the programme, and an unowned application does not move.
  • The balance due on first fill. Commissioning is where plant faults appear, and after the balance is paid there is nothing behind the request to fix them.

Common questions

Does a swimming pool need planning permission in Cyprus?

Yes. A domestic pool is treated as a structure, so planning permission comes first and a building permit second, both lodged through the relevant local authority under the Department of Town Planning and Housing framework.

Why does the same pool cost more in one district than another?

Contractor availability rather than material cost. Limassol runs above the island median with the most active construction market in the country; Famagusta district runs below it, where pool work is repeat work for the same firms on the same holiday-let stock and compressed into the winter months. Around Aradippou, newer detached housing makes pool work routine, and scopes there tend to be better standardised as a result.

When is the best time to ask for quotes?

Autumn. Enquiries concentrate in spring, when the season is visible and the build is not yet possible, and that is when contractor diaries are fullest. Scoping in autumn for a winter excavation puts the same job in front of a quieter book.

Does a rental property need anything extra?

A pool serving guests carries safety obligations a private family pool does not, covering barriers, access control and signage. These sit outside the construction quote almost every time, and building them in costs considerably less than adding them afterwards.
