What a swimming pool actually costs to build in Cyprus
Swimming pool construction in Cyprus is priced by shell, plant and groundworks, not by surface area alone. What sets the range, district by district.

A built concrete pool in Cyprus is priced per square metre of water surface, and the shell is rarely the largest part of the bill. Excavation, the plant room, waterproofing, coping and the electrical supply together usually outweigh the structure itself, and they are what move a quote from the bottom of the recorded range to the top.
The short answer
Every range in that table carries the number of quotes behind it and the month it was recorded. That matters more on pools than on most trades, because the work is bespoke enough that no two contractors scope it identically — one price includes the surround and the fence, the next stops at the coping stone.
The common domestic reference on the island is an 8 m by 4 m pool: roughly 32 m² of water surface at a depth of 1.2 to 1.5 m. Anything materially larger, deeper or shaped rather than rectangular should not be measured against that figure without adjustment, because depth drives excavation volume and wall thickness at the same time.
Two costs sit outside per-square-metre logic altogether. Plant is close to a fixed cost — a small pool and a large domestic one need much the same filtration hardware, pipework and pump housing — so the cost per square metre falls as the pool grows. Ground conditions, by contrast, are binary rather than proportional: either the excavator gets through the material, or a breaker is hired and every subsequent day is priced differently.
What drives the range
What is under the topsoil
Nobody prices rock accurately from a site visit. On the limestone shoulders above Paphos and on parts of the Nicosia plain, the excavation line is the single least predictable item in the quote. Around Oroklini the proximity of the salt lake raises groundwater and humidity, which changes both the dewatering method and the tanking specification. In Pissouri, where ground movement is known in parts of the village, a structural survey before design is standard practice rather than caution.
Shell method
A reinforced or sprayed concrete shell is built in place and can follow any shape or depth. A one-piece moulded shell removes most of the shell labour but replaces it with a crane lift and a delivery route wide enough for an oversize load. On hillside plots in Peyia, where steep access roads limit crane and delivery vehicle size, that trade-off often decides the method rather than the budget does.
Skimmer or overflow
A skimmer pool holds its water below the coping and draws surface water through wall-mounted units. An overflow or deck-level pool spills into a channel around its whole perimeter and needs a balance tank, a larger pump and more pipework to do it. The visual difference is a few centimetres; the cost difference is a second below-ground structure, its own excavation and a plant room sized to match. It is the single largest specification decision on most domestic pools, and it is often buried in a drawing rather than stated in the quote.
Water treatment and plant
Sand filtration with dosed chlorine, salt chlorination, or a higher-specification system with automated control each carry a different capital cost and a different running cost, and the cheaper capital option is not reliably the cheaper ten-year option. Turnover rate — how quickly the whole volume passes the filter — is the number to ask for, because an undersized pump is invisible in the quote and obvious in August.
Coping, tiling and the surround
Render and paint, liner, and full mosaic tiling are three different price brackets on the same shell. The surround is frequently a separate contract, and it is often larger in area than the pool itself. On directly exposed coastal sites such as Kato Paphos, salt-laden air makes galvanised and marine-grade fixings standard for handrails, ladder anchors and coping restraints — a small line item that is expensive to retrofit.
Access and spoil
A pool at domestic reference size generates a substantial volume of spoil that has to leave the site by lorry, and licensed disposal is chargeable. Where a lorry cannot turn, the material moves in smaller vehicles or by hand, and that cost does not appear as a line item — it appears as a higher rate on everything.
Cost by district
Prices are not uniform across the Republic, and the differences are structural rather than opportunistic.
Limassol sits above the island median. It carries the most active construction market in the country, contractor availability is tighter, and day rates follow. Famagusta district — Paralimni, Protaras, Ayia Napa — records below the median, partly because pool work there is repeat work for the same firms on the same holiday-let stock, and partly because it is compressed into the winter months when the accommodation is empty.
Larnaca district, and Aradippou in particular, has a large volume of newer detached housing, which makes pool construction routine rather than exceptional work. Contractors there quote against each other frequently, and scopes tend to be better standardised as a result.
Paphos district splits in two. The coastal strip is competitive; the hillside villages behind it are not, because access governs plant hire and delivery. Polis Chrysochous sits far enough from the main contractor base in Paphos that travel time is built into most quoted day rates before the first excavation.
Nicosia is inland, which removes the salt-exposure detailing but adds the widest temperature range on the island. That has little effect on construction cost and a material effect on the running cost of any pool that is heated or covered.
Timing moves prices as much as geography does. Enquiries concentrate in spring, when the season is visible and the build is not yet possible, and that is when contractor diaries are fullest and quotes hardest. Scoping in autumn for a winter excavation puts the same job in front of a quieter book, and it separates the consent stage from the construction stage rather than stacking them.
What is usually excluded
Comparing pool quotes is mostly a matter of finding out what is not in them. The items below are excluded often enough that their absence should be assumed until the contractor writes otherwise.
- Rock breaking and excavation contingency. Usually a provisional sum, or nothing at all.
- Spoil removal and licensed disposal. Sometimes shown as "site clearance", sometimes missing.
- Electrical supply to the plant room, the bonding of the pool structure, and the electrical certificate. This is a separate trade and a separate document.
- Water for the first fill, which on a metered supply is not trivial.
- The surround beyond the coping — paving, drainage falls, and the landscaping that reinstates the garden the excavator crossed.
- Fencing, covers and other safety provision. For a property let to guests this is not optional, and it is rarely inside a construction quote.
- Design and statutory fees — the engineer's drawings, the planning application, the building permit.
- Heating. A heat pump, its electrical supply and its acoustic position are three decisions, not one line.
How to compare quotes
The comparison only works if every contractor prices the same written scope. Where scopes differ, the lowest number is usually the one that assumed least.
Fix the dimensions and the depth profile first
Length, width, shallow-end depth, deep-end depth, and whether the floor is sloped or stepped. Two of those change the excavation and the wall design.
Ask for the shell specification in writing
Construction method, concrete grade, reinforcement, and the waterproofing or tanking system by name. "Waterproofed" is not a specification.
Ask for the plant schedule, not the brand
Pump duty, filter size, turnover rate and the dosing method. A quote that names a turnover rate can be checked; one that names a manufacturer cannot.
Establish who submits the applications
Whether the contractor, the engineer or the owner lodges the planning and building permit applications, and whose fees those are.
Pin the payment schedule to stages, not dates
Excavation complete, shell poured and cured, plant commissioned, snags cleared. Retain a final tranche until the pool has run for a full cycle.

Common questions
Does a swimming pool need planning permission in Cyprus?
Yes. A domestic pool is treated as a structure, so it goes through planning permission and then a building permit before construction. Both applications are lodged through the relevant local authority under the Department of Town Planning and Housing framework.
How long does construction take?
Eight to fourteen weeks from breaking ground to commissioning is typical for a domestic pool, excluding the consent stage entirely. Rock, weather during the concrete pour, and any delay on tile or plant delivery are the three items that extend it.
Is a one-piece shell less expensive than concrete?
Sometimes, and the saving is in labour rather than in materials. It disappears where access forces a larger crane or a road closure, which is common on the hillside plots behind Peyia and on narrow village streets. A concrete shell also allows a depth profile that a moulded shell cannot.
What does a pool cost to run?
The variables are pump hours, whether the water is heated, whether a cover is used, and evaporation across a Cypriot summer. Of those, a cover and realistic pump scheduling change the annual figure more than the choice between salt and dosed chlorine does.
Can a pool be built on a sloping plot?
It can, but the retaining structure becomes part of the pool design rather than an afterthought, and it needs an engineer registered with ETEK. On plots with known ground movement — parts of Pissouri, for instance — the structural survey should precede the design, not follow the quote.
Does a rental property need anything extra?
A pool serving guests carries safety obligations that a private family pool does not, covering barriers, access control and signage. These sit outside the construction quote almost every time, and they are considerably less expensive to build in than to add afterwards.
