Why swimming pool construction prices vary so much in Cyprus

Two identical pools can be quoted at very different prices in Cyprus. Here is what actually moves the number, and what to check before accepting a quote.

Two pools of the same length, width and depth can be quoted at prices far enough apart that owners assume someone is trying it on. Usually nobody is. Pool quotes diverge because they price different amounts of the job, on different ground, with different plant behind the scenes — and the tiles, where most buyers look first, are among the smaller variables in the figure.

The size of the spread

A pool price is really four prices bundled together, and the width of the spread comes almost entirely from which of the four a contractor has included.

The first is the hole: excavation, temporary support where the ground needs it, and removal of the spoil. The second is the shell: reinforced concrete or blockwork, the waterproofing behind the finish, and the finish itself. The third is the plant: filtration, pumps, pipework, the plant room and the electrical supply that feeds it. The fourth is everything the pool touches — coping, surround paving, fencing, lighting, a cover, and reinstating the garden the machine drove across.

Quotes that look implausibly far apart are frequently missing the first and the fourth. A figure covering only shell and plant reads as a complete pool price to someone who has not built one before, and the excluded blocks land later as variations, when there is no longer a competing quote to test them against.

Per square metre of water surface is the shorthand the trade uses, and the price guides on this site record it because it is the only unit that lets one project be compared with another. It still hides a great deal. Depth is not in it: a pool with a deep end holds more concrete and more excavation than a constant-depth pool of the same surface area. Shape is not in it either — curves and steps cost formwork. Neither is the difference between a skimmer pool and a deck-level overflow design, which is one of the largest single steps in the whole specification.

Access and travel time

Everything that has to reach the plot decides part of the price: an excavator, a lorry taking spoil away, a ready-mix truck, a concrete pump with enough boom to reach the far corner.

On hillside plots in Peyia, steep access roads limit crane and delivery vehicle size, which means smaller machines, smaller loads and more journeys. That does not appear on a quote as an access line. It appears as a higher rate on excavation, on concrete and on every material delivery, because the contractor is pricing the number of trips rather than the volume.

Distance works the same way. Around Polis Chrysochous, the gap to the main contractor base in Paphos adds travel time to most quoted day rates, and on a project measured in weeks of site presence that accumulates quietly.

The reverse case explains the bottom of the range. Aradippou and the newer detached housing around it carry a high volume of extension and pool work precisely because the plots are level, the roads take a full-size lorry and the machine reaches the back garden without dismantling a boundary wall. Same specification, materially different price, and the difference is logistics rather than the pool.

Spoil is the part owners consistently forget. A pool excavation produces a substantial volume of material that has to leave the site and be disposed of legally, and where it goes is a real cost that some quotes carry and others omit.

Specification differences

Below the surface, the choices that move the figure most are the ones that are hardest to see once the pool is full of water.

  1. Shell construction

    Sprayed concrete, poured reinforced concrete, blockwork and one-piece prefabricated shells differ on cost, on programme and on what happens when the ground moves. In parts of Pissouri, where ground movement is known and structural surveys are standard before major work, the shell design is not a free choice and the engineering behind it belongs in the quote.

  2. Skimmer or deck-level

    A deck-level overflow pool needs a balance tank, a perimeter channel, more pipework and a larger plant room. It is the single change most likely to move a quote from one end of the recorded range to the other, and it is often decided on the strength of a photograph.

  3. Plant and water treatment

    Filter type, pump specification, salt chlorination against dosing, and whether a heat pump is fitted all change both the installed price and the running cost. Variable-speed pumps cost more at installation and less every month afterwards — arithmetic worth doing before the order rather than after.

  4. Coastal metalwork

    Along the Kato Paphos seafront, direct coastal exposure means salt-laden air, and galvanised or marine-grade fixings are standard rather than an upgrade. Handrails, ladders, fence posts, cover mechanisms and plant room louvres are what corrode first. A quote that specifies standard stainless in that setting reads lower on paper and lasts markedly less time in fact.

  5. Safety and the rental question

    A pool serving a property that is let out is not specified the same way as a private family pool. Fencing, barriers and signage belong in the original scope, because retrofitting them around finished paving costs more than building them in.

Season and demand

Pool construction in Cyprus is scheduled backwards from a handover date, and almost every owner wants the same one.

Enquiries cluster in spring, which is the worst moment to start. A contractor asked in April to hand over before the swimming season is pricing compressed programme, overtime and the risk of a late finish, and that risk sits in the number. The same job specified in autumn prices differently.

District demand shifts the picture too. Around Ayia Napa, seasonal tourist accommodation concentrates refurbishment into November to March, while in Protaras the high share of holiday lets leaves only short windows between bookings. The groundworks, tiling and waterproofing crews a pool needs compete for exactly those weeks. Availability is tightest when the calendar looks most convenient.

Weather is a programme risk rather than a price list. A wet spell with an open excavation costs days; high summer changes how concrete is poured and cured. Both are reasons a contractor prices a season as well as a job, and the district price pages on this site exist to show where that gap is real and where it is noise.

How to read a quote

Ask every contractor to price the same written scope. Without one, the exercise is not a price comparison — it is a comparison of assumptions.

  • Ask for the price broken into the four blocks: excavation and spoil removal; shell and waterproofing; plant, plant room and electrical supply; surround, coping, fencing, lighting and reinstatement.
  • Ask what happens if rock is encountered. A rate for rock excavation, or a stated provisional sum, is a sign the contractor has built here before.
  • Ask who provides the structural design and who certifies it. Structural work belongs to a registered engineer, and ETEK holds the register.
  • Ask for the permit position in writing before signing anything.
  • Ask where the plant room sits and how loud it is at the nearest bedroom window.
  • Ask what is excluded. Water for the first fill, the electrical supply to the plant room, landscaping reinstatement and permit drawings are the four worth naming explicitly.

Common questions

Does a swimming pool need a permit in Cyprus?

Yes. A pool is a structure, so it requires planning permission and a building permit, applied for through the relevant municipality or district administration. The practical consequence is programme rather than cost — the permit sets the earliest date work can lawfully start, and any contractor willing to begin before it is issued is transferring that risk to the owner.

What does per square metre actually cover in a pool quote?

Usually the shell and the finish, measured on water surface area. It rarely includes excavation and spoil removal, the plant room, the surround, or the fencing. Treat the per-square-metre figure as a way of comparing two shells, not as a project price.

Why is an overflow pool so much more expensive than a skimmer pool?

Because it is a different hydraulic system rather than a different edge detail. A balance tank, a perimeter channel, larger pumps and more pipework are all required, and the plant room grows to hold them.

Why do coastal quotes come in higher?

Partly demand, but mostly corrosion. Along exposed coastline such as Kato Paphos, salt-laden air is a design condition, and galvanised or marine-grade fixings and plant room ventilation are specified accordingly. The shell is unaffected; the metalwork is where the money goes.

When should construction start for a summer handover?

Earlier than most owners assume. Working backwards from the permit, the excavation, the shell cure and commissioning, an autumn or winter start is the comfortable route to a spring finish, and it falls in a period when contractors are pricing normal programme rather than compressed programme.

Is a prefabricated shell less expensive than a concrete one?

Sometimes on the shell itself, and not always overall. The excavation, the plant, the surround and the crane needed to place a one-piece shell do not disappear, and on a plot with restricted access — the steep hillside roads around Peyia being the clearest case — the crane requirement can remove the option entirely.
