Waterproofing quotes in Cyprus — what should be in writing
What a Cyprus waterproofing quote has to state: measured area, the membrane system, preparation, access, the flood test and how each payment stage falls due.

A waterproofing quote that can be compared against another states the measured area and the linear metres of upstand behind the rate, names the membrane system and the number of coats, prices surface preparation as its own line, and says what happens if the screed underneath turns out to be unsound. Flat-roof waterproofing is recorded across Cyprus at €18–45 per square metre, median €28, for a two-coat liquid membrane on a prepared substrate — and two quotes landing at opposite ends of that band are rarely disagreeing about the product.
Why written scope matters
The recorded range describes a coating applied to a surface that is already sound. Everything before the first litre is opened — grinding back a failed layer, cutting out cracks, coving the upstands, priming a dusty screed — is labour, and on an old roof it can exceed the cost of the membrane. A quote showing one rate and no preparation line has either absorbed that work or omitted it, and nothing on the page distinguishes the two.
The second reason is reclassification. The moment the screed has to come off, the job stops being waterproofing and is priced as roofing, recorded separately at €35–95 per square metre, median €55. That change of category, rather than the choice between membrane families, is what puts two quotes for one slab in different orders of magnitude.
Cypriot roofs sharpen both problems. A typical flat roof carries a solar water heater on penetrating feet, a water tank on its plinth, air conditioning pipework across the field and increasingly a photovoltaic frame — every one a junction needing reinforcement. Location narrows the specification further: in Kato Paphos the salt-laden air makes galvanised and marine-grade fixings standard wherever a membrane terminates against a fixed trim, and inland Nicosia carries the widest temperature range on the island, which makes daily movement the governing design condition.
The eleven items a quote needs
1. The measured area, with the detail measured separately
Square metres of open field, linear metres of upstand and parapet, and the number of outlets, penetrations and plinths. Cost concentrates at edges, so a balcony belongs on the quote as an element with its own price rather than inside an area rate.
2. The system, by manufacturer and name
Liquid polyurethane, torch-applied bitumen sheet, cementitious slurry and single-ply are the systems commonly quoted here, and they are not interchangeable — slurry is standard for tanks and below-grade tanking and unsuitable where movement is expected. A quote naming a family rather than a system cannot be checked against a datasheet.
3. Coats, consumption and finished thickness
Number of coats, consumption in kilograms or litres per square metre or the finished dry film thickness, and the primer. Two quotes naming the same system and differing by a fifth are differing here or on preparation.
4. Surface preparation, priced as its own line
Grinding, crack cutting, filling, coving and priming. Where it is a provisional sum, that sum should carry the rate and the assumed quantity, so a later variation is arithmetic rather than negotiation.
5. What happens to the existing coating
Whether the new system goes over the old layer or the old layer comes off, who tests adhesion first, and whether removal and licensed disposal are inside the price. Coating over a delaminating layer transfers the old failure to the new surface.
6. The stated assumption about falls
Ponding is the condition every liquid product performs worst under. The quote should say whether falls were checked, whether they are assumed adequate, and what correcting them costs — that correction is new screed, priced as roofing.
7. Reinforcement at every junction
Upstands, corners, outlets, pipe crossings and the plinth under the tank, each with the reinforcing tape or fleece named. Replacement outlets and rainwater goods should be listed, not assumed serviceable.
8. Lifting and refitting of rooftop equipment
The solar water heater, tanks, condensers and any array sit on the surface being coated, on feet that pierce it. Coating around them leaves the original penetrations untreated, which is where a large share of repeat leaks originate.
9. Access, stated as included or excluded
Scaffolding and access platforms are recorded at €4–13 per m² per week, median €7, for erection, hire and dismantling — a separate trade on any two-storey parapet or balcony job. On hillside plots in Peyia, steep access roads limit crane and delivery vehicle size, and material that cannot be driven up is carried up, which surfaces as a higher rate on everything.
10. The protective or reflective topcoat
Ultraviolet load is high here for most of the year, and an unprotected membrane ages faster than the same membrane under a topcoat. Where the roof is walked for maintenance of the solar heater and condensers, that topcoat is also the wearing surface, so presenting it as optional misstates the job.
11. The flood test and the two warranties
A witnessed flood test is the only evidence the roof is watertight before the first rain. The manufacturer's system warranty and the applicator's workmanship warranty are separate promises from separate parties, and the first usually depends on an approved applicator and documented consumption rates. Both durations belong in the document.
Payment stages
Payment should attach to events rather than dates, because dates arrive whether or not the roof has changed. Four stages match the work: a deposit against materials on order, a stage when preparation and strip-out are complete and signed off, a stage when the membrane and all detailing are finished, and the balance after a witnessed flood test.
The preparation stage is the one worth insisting on: it is the only moment when the substrate is fully exposed and both parties see the same thing. Signing it off means the quote's assumptions have either held or been formally corrected.
Variations and how they are priced
A variation is any work outside the written scope, and the time to price them is before any exist. Three rates settle almost everything: the day rate for additional labour, the markup on materials bought for a variation, and the threshold below which small items are absorbed. Four are common enough on Cypriot flat roofs to be carried now as provisional sums:
- The screed is found to be unsound. The largest single variable, and discoverable only after strip-out. Replacement sits in the roofing band of €35–95 per square metre, median €55.
- Falls have to be corrected. Priced by the volume of new screed rather than by roof area.
- The existing coating will not take a new system. Removal, disposal and the extra priming that follows, per square metre.
- The water was never coming from the roof. Rising damp at the base of a wall is recorded separately at €25–75 per square metre, median €42, for an injected course plus replastering. Buying the wrong trade is the most expensive outcome available here.
Permits rarely enter the picture. Renewing waterproofing on an existing roof is maintenance; changing the external envelope is not, and consent there is measured in months — around 120 days is typical — rather than in euros.
Red flags
- One rate for the whole roof with no detail measured. Edges and penetrations are where cost and failures concentrate, and a single rate hides both.
- A brand name with no consumption figure. The quantity applied per square metre is the specification; everything else is packaging.
- Preparation described as "as required". The phrase transfers an unpriced and unbounded item to the owner.
- No flood test offered. The test is conclusive and costs little, so reluctance to carry one out is informative in itself.
- A balance due on the last day of application. It removes the only leverage that exists while leaks are still inexpensive to fix.
Three quotes are useful only when all three price one written scope. Common questions
How many contractors should be asked to quote?
Three, and only if each receives the same written scope. In Limassol, where high-rise development has raised demand for balcony and facade work, lead time moves before price does, so a fourth quote is often more useful for programme than for cost.
Should the quote include a survey report?
A short written record of what was found — substrate condition, ponding, the state of outlets and upstands, whether an adhesion test was carried out — is what converts a price into a scope, and it fixes the baseline for later variations.
Is a contractor's guarantee enough on its own?
It is the more useful of the two in the early years, because it is the one that can be telephoned. A manufacturer's system warranty normally requires an approved applicator and documented consumption rates, so that registration should be confirmed before the warranty is counted on.
What is a realistic programme?
Preparation usually takes longer than application, and the substrate has to be dry and within the temperature range on the datasheet. Spring and autumn suit the work; the wet season interrupts drying and midsummer slab temperatures push crews to short early shifts. Any programme without a drying allowance is optimistic.
