Find out what the allowance actually buys
A commercial cleaning offer stating 'consumables included' leaves an important purchasing question unanswered: included for whose use and in what quantity? It might cover the contractor's cleaning chemicals and cloths, or it might also cover toilet tissue, hand towels, hand soap and bin liners used throughout the premises. For a small Cyprus business comparing recurring services, that distinction can change the meaning of the monthly total.
Ask the supplier to separate materials used to perform cleaning from supplies consumed by staff and visitors. Then establish whether the second group is provided without a quantity cap, within a stated allowance or as separately charged stock. These are different commercial arrangements. A useful comparison starts with the same product schedule and expected activity, then shows how each supplier handles usage beyond the assumption. There is no need to invent a market price to expose that difference.
Specify compatible products before counting packs
Pack counts only become comparable when the contents and dispenser compatibility are known. Tork's manufacturer page identifies towel article 130289 as an H2 multifold product with 3,780 towels per case, arranged as 21 consumer units of 180. An offer for one case and an offer for one pack therefore describe substantially different quantities even when both use the word 'unit'. Tork 130289 product specification.
The same principle applies to soap. Tork identifies article 520701 with its S4 system and lists six units per case. Those specifications belong to that product, not every foam soap or locally offered substitute. Ask suppliers for the actual product code, refill format and compatible dispenser. A generic litre of soap is not an equivalent purchase if it cannot be used in your installed equipment. Tork 520701 product specification.
Separate purchasing quantity from consumption
An allowance should explain whether it measures stock delivered, stock issued from a cupboard or stock actually consumed. These figures can differ during the first month because dispensers and reserve storage need filling. They also differ when deliveries arrive in complete cases. Without opening and closing stock records, the buyer may mistake an initial stock build for an unexplained rise in usage.
Use a simple reconciliation for each relevant item: opening stock plus deliveries, less closing stock, equals stock used during the period, subject to recorded transfers or losses. Count consistently, using full refills or a clearly described estimate for partial quantities. Do not demand false precision from partly used rolls. The aim is to distinguish ongoing demand from delivery timing. Keep the initial loading of dispensers and the agreed emergency reserve separate from the recurring consumption assumption.
Compare three fictional offers on one basis
Consider a fictional office expecting to consume 24 packs of its selected towels and four compatible soap refills during a comparison month. These quantities are invented to demonstrate the method; they are not a Cyprus usage benchmark. Cleaning attendance and all other requirements are assumed identical. The buyer asks each supplier to state its own quoted unit rates, without inserting an assumed market price.
| Fictional offer | Included towel and soap scope | What must be added for the comparison month |
|---|---|---|
| A | 18 towel packs and four soap refills | Six towel packs at the offered overage rate |
| B | 24 towel packs and four soap refills | No quantity adjustment for these assumed items |
| C | Replenishment labour only | All 24 towel packs and four soap refills |
The adjusted comparison is each base service charge plus the required stock, delivery charges and other explicitly quoted fees on the same tax basis. Offer A is not necessarily cheaper because its headline charge is lower. Offer C may suit a buyer with an established stock supplier, but its complete cost includes procurement effort and the supplies bought elsewhere.
Define replenishment as a service of its own
Supplying stock and keeping dispensers usable are separate promises. Ask who inspects levels, who refills during cleaning visits and who handles shortages between visits. A cleaner attending after closing cannot replenish a dispenser that empties halfway through the working day unless another arrangement exists. The allowance should therefore sit alongside the attendance pattern and the responsibilities of the business's own staff.
Agree the minimum reserve, storage location, access arrangements and process for reporting low stock. State whether emergency deliveries carry a separate charge and whether the supplier needs approval before exceeding the allowance. A monetary cap without a notification rule can produce either an unexpected invoice or a preventable shortage. A quantity cap without a purchasing lead time has a similar weakness. Ask for a workable escalation point based on the actual delivery arrangement, rather than a vague promise to monitor supplies.
Control substitutions and changes in activity
Product substitutions need more than a promise of equivalent quality. The replacement must fit the equipment and preserve the measurable comparison basis. A different towel case count, sheet format or soap refill system can change what the allowance provides. Tork's towel page also identifies 130289 as replacing 120289, illustrating why a schedule should record current product codes and quantities rather than rely indefinitely on a familiar name.
Ask for prior notice of substitutions and an explanation of any quantity or price adjustment. Keep performance requirements proportionate to the premises; an ordinary office comparison should not acquire unsupported claims about clinical hygiene outcomes. Manufacturer claims about reduced consumption under test conditions should not be inserted as guaranteed savings for your building. Where occupancy, opening hours or visitor traffic changes, revise the demand assumption explicitly rather than using repeated overage invoices as an informal contract amendment.
For seasonal activity, compare a normal month and a busier hypothetical month using the same unit rates and rules. This reveals exposure to additional consumption without pretending to forecast every visitor's behaviour.
Choose the allowance structure you can manage
A fixed quantity can work when demand is reasonably stable and the overage terms are clear. Actual-use billing can work when records and rates are transparent. Client-supplied stock can work when someone accepts responsibility for ordering and reserve levels. Compare the management burden as well as the invoice. The best structure for a staffed office may differ from one for premises visited only intermittently.
The guide to exposing provisional allowances explains the related distinction between an included amount and a fully defined outcome. Its kitchen examples should not become cleaning price evidence. Likewise, the painting comparison guide is useful for understanding why a number needs a stated measurement basis; apply that principle here to packs, refills and replenishment.
Request one itemised offer showing product codes, included quantities, reserve stock, replenishment attendance, delivery, overage rates, substitution rules and review triggers. Compare suppliers against that schedule and retain the assumptions with the accepted offer. This produces a recurring-service decision that can be checked against later invoices.
Frequently asked questions
Does 'cleaning materials included' normally include washroom supplies?
The wording alone does not establish that. Ask the supplier to list cleaning materials and staff or visitor consumables separately.
How can I compare different pack sizes?
Convert each offer to the same specified product quantity, such as compatible towel sheets or soap refills. Retain the pack and case breakdown.
Should unused allowance carry forward?
That depends on the agreed commercial arrangement. Ask whether unused quantity expires, remains as your stock or offsets a later period.
Is a manufacturer's consumption-saving claim a reliable budget forecast?
It is evidence about the manufacturer's stated comparison and conditions. Your budget should use observed premises data or clearly labelled assumptions.
