House renovation quotes in Cyprus — what should be in writing
What a Cyprus renovation quote must put in writing: room-by-room scope, named provisional sums, permit responsibility, stage payments and variation rates.

A renovation quote that can be compared against another one sets out the work room by room, states the total and the per-square-metre figure behind it, names an allowance for every item not yet chosen, says who applies for any permit, and lists what is excluded. A single page carrying a floor area and a total is not a quote. It is a number waiting for a variation.
Recorded quotes for whole-house renovation in Cyprus run from €450 to €1,100 per square metre of treated floor area, median near €720. That spread is wider than two to one, and written scope is the only instrument that shows where inside it a particular project sits.
Why written scope matters
Two contractors can walk the same flat and quote honestly at opposite ends of that range, because one is pricing new finishes over sound structure and sound services while the other is pricing a shell with everything behind the plaster replaced. Nothing in a bare total reveals which of those was assumed.
The island's building stock decides how expensive that ambiguity is. Much of the apartment stock in Strovolos and the surrounding Nicosia suburbs dates from the 1970s to the 1990s, where rewiring and replumbing dominate renovation work: the prudent assumption on a building of that vintage is that wiring and pipework are at the end of their service life until inspection proves otherwise. A contractor assuming the opposite quotes lower and issues variations later.
Location adds its own layer. Limassol runs about 12 per cent above the island median because contractor availability is tighter there. On the hillside plots around Peyia, steep access roads limit crane and delivery vehicle size outright. In parts of Pissouri, known ground movement makes a structural survey standard before major work rather than an optional extra. In Polis Chrysochous, the distance from the main contractor base in Paphos is carried inside quoted day rates, which affects long trades such as plastering and tiling far more than a single-day visit. None of these appear as line items unless the scope asks for them.
The eleven items a quote needs
1. A room-by-room scope schedule
Surface by surface: what is removed, what is replaced, what stays. A scope written after the first site visit is a scope written by the first contractor, and every quote after it is answering his question rather than the owner's.
2. The total and the rate behind it
A lump sum, plus the per-square-metre figure it implies over the treated floor area. The rate is what allows quotes for differently sized properties to be read against the recorded range at all.
3. Named provisional sums
Tiles, sanitaryware, kitchen units, taps and ironmongery carry a stated allowance per unit or per square metre. Two quotes with different unstated allowances are not comparable, and the gap between them is frequently larger than the difference in labour.
4. Strip-out, waste and skip permits
The volume a full strip-out produces surprises people. Skip hire, the permit to place a skip on a public road, and disposal should be named as included or excluded rather than left to the week they are needed.
5. The extent of rewiring and replumbing
Full or partial, which circuits, which runs, and who issues the electrical certificate at completion. Certified electrician time is recorded at €32 to €65 per hour, labour only, so a partial rewire discovered mid-project is not a rounding error.
6. Whether the wet areas move
The largest single decision in the quote. Relocating a soil pipe forces floor build-up to regain the fall, build-up changes finished levels, and changed levels reach door heights, thresholds, skirtings and often the bottom stair. If kitchen and bathrooms stay put, the quote should say so explicitly.
7. Structural work and who certifies it
Removing a wall means calculations, an engineer's involvement and inspections. ETEK maintains the register of engineers and architects entitled to sign that work, and the fee sits outside the construction price rather than inside it.
8. Permit responsibility
Who prepares drawings, who submits, who pays the fees, and what the programme does while the application sits with the authority. Structural alteration, changes to the external envelope and added floor area require a building permit; replacing finishes does not.
9. Access, scaffolding and hoisting
Frequently assumed to be included and frequently not. Scaffolding is recorded at €4 to €13 per square metre per week and is billed from erection to dismantling. An upper-floor flat without a lift adds labour to every delivery and every skip load.
10. Making good and the finish standard
Chasing walls for cable and pipe leaves damage across large areas. Whether patching, skimming, priming and how many coats of paint are included belongs in writing, along with what counts as an acceptable finish.
11. VAT assumption and how long the price stands
Whether the reduced rate for a main residence has been applied is a question for the Tax Department rather than for the contractor, and quotes differ on which assumption they made. A quote should also state its validity period, since material prices move.
Payment stages
Stage payments should follow completed and inspected work, not the calendar. Dates arrive on their own; stages do not.
A defensible sequence on a Cypriot renovation runs: a deposit against materials ordered and named, a stage on completion of strip-out and first fix, a stage once plastering and second fix are complete and inspected, a stage at practical completion, and a retained portion held for a defined defects period after handover. The retention is the clause that keeps someone available for the small items that only appear once the house is lived in.
Two costs belong in the owner's budget rather than in the contractor's quote: temporary accommodation for the period the property is uninhabitable, and design and permit fees, which are professional time rather than construction cost. Neither becomes smaller by being left out of the planning.
Variations and how they are priced
A variation is any work outside the written scope, and on renovation there will be some. The point of the quote is not to pretend otherwise — it is to fix the rates before anyone is under pressure. That means a stated day rate per trade, the markup applied to materials bought for a variation, who is authorised to approve one, and whether the rates hold for the duration of the contract.
The variations most likely to arise on Cypriot renovation work are known well enough to be priced as provisional sums at the outset:
- Services worse than expected once the walls open. The default risk on the 1970s to 1990s stock, and the reason a rewire allowance beats a rewire argument.
- Ground or structural movement. Where movement is suspected — parts of Pissouri are the documented example — the survey belongs in front of the budget, because remedial groundwork is a separate project rather than a percentage adjustment.
- Damp in ground-floor walls. Higher humidity around the Oroklini salt lake affects damp-proofing specification, and the preparation stage absorbs it.
- Access that turns out worse than surveyed. Vehicle size limits on steep approaches, or a route that forces materials to be broken into smaller loads.
- Permit conditions attached after submission. Conditions can change specification, and the quote should say who bears that.
Red flags
- A total with no schedule behind it. Nothing to compare, nothing to enforce.
- Provisional sums left unstated. The finishes are where a quote is most easily made to look competitive.
- A quote below the bottom of the recorded range. Under €450 per square metre on a whole-house job usually indicates a missing scope item rather than a keen contractor. Making good, waste disposal and the electrical certificate are the three most commonly absent, and together they are not small.
- Willingness to start permitted work before the permit is granted. The enforcement notice names the owner, not the contractor.
- Payments tied to dates. A schedule detached from progress is a schedule that keeps paying while nothing happens.
- Verbal answers to written questions. A contractor who explains something clearly by phone but will not write the same sentence into the quote has given the answer.
Timing is worth planning around in one part of the island in particular. Should a quote be a lump sum or a rate?
Both. The lump sum is what is being agreed; the per-square-metre rate is what makes it checkable against the recorded range and against the other quotes.

Either party can, but the quote should say which. The Department of Town Planning and Housing is the authority on whether a specific project needs one — structural alteration, envelope changes and added floor area do, replacing finishes does not.
How many quotes are useful?
Three, issued the same written scope in the same words. Comparison of three different scopes produces the contractor who assumed the least, which is a different result from the contractor who priced best.
Does the reduced VAT rate apply?
That depends on the property and its use, and it is determined by the Tax Department rather than by the contractor. Two quotes that assume differently on VAT are not comparable until both state the assumption.
