House renovation quotes in Cyprus vary by more than a factor of two for the same floor area. What moves the range, district by district, and what to check.

The short answer

Recorded quotes for whole-house renovation in Cyprus run from €450 to €1,100 per square metre of treated floor area, with the median near €720. That is a spread of more than two to one, and it is not noise. The bottom of the range buys new finishes over sound structure and sound services. The top buys a building taken back to its shell with everything behind the plaster replaced. Two contractors can look at the same 120 m² flat, quote €54,000 and €132,000, and both be pricing honestly — the arithmetic simply runs from opposite ends of the same recorded range because they are pricing different jobs.

The figures above are read from the renovation price index when the page loads, each range carrying its sample size and the month it was recorded, so they do not go stale inside this article. What follows is the part a table cannot show: which decisions move a project from one end of that range to the other.

The single most useful thing to understand before the first contractor visit is that floor area is a weak predictor. How much of the building is being opened up is a strong one.

What drives the range

  1. Whether the wet areas move

    Leaving the kitchen and bathrooms where they are is the largest single saving available on a renovation in Cyprus, and it is a decision made on a drawing rather than on site. Relocating a soil pipe forces floor build-up to regain the fall, build-up changes finished levels, and changed levels mean door heights, thresholds, skirtings and often the staircase bottom step. One line on a plan cascades through every trade that follows it.

  2. The age of the services behind the finishes

    A great deal of the island's apartment stock dates from the 1970s to the 1990s — in Strovolos and the surrounding Nicosia suburbs that stock is what renovation work overwhelmingly consists of, and there rewiring and replumbing dominate. On a building of that vintage the sensible planning assumption is that the wiring and the pipework are at the end of their service life until an inspection proves otherwise. Contractors who assume the opposite quote lower and then issue variations.

  3. Structure versus finish

    Replacing finishes is a decorating exercise. Removing a wall, changing the external envelope or adding floor area is a building exercise with a permit attached to it, structural calculations behind it and an engineer's fee in front of it. The jump between the two is the widest single step inside the recorded range.

  4. Access

    Access does not appear as a line item; it appears as a higher rate on everything. An upper-floor flat in a block with no lift adds labour to every delivery and every skip load. On the hillside plots around Peyia, steep access roads limit crane and delivery vehicle size outright, which can force materials to be broken into smaller loads or moved the last stretch by hand.

  5. Ground and building condition

    In parts of Pissouri, known ground movement makes a structural survey standard practice before major work rather than an optional extra. Any property where movement is suspected should be surveyed before a renovation budget is set, because remedial groundwork is not a percentage adjustment to a renovation quote — it is a separate project that has to happen first.

Cost by district

Prices are not uniform across the island, and the differences are structural rather than opportunistic.

Limassol runs about 12 per cent above the island median. The reason is capacity: it carries the most active construction market in the Republic, contractor availability is tighter than elsewhere, and day rates follow availability. A Limassol quote that matches the national median usually means either a quiet month or a scope that has been trimmed somewhere.

Nicosia is dominated by that 1970s to 1990s apartment stock, which pushes the typical project towards services replacement rather than towards layout change. That tends to produce quotes clustered in the middle of the range rather than spread across it — the work is well understood and priced by people who have done the same building type many times.

Paphos splits in two. Town and coastal work prices close to the island median. Inland and hillside villages carry an access premium, and Polis Chrysochous carries a travel premium on top: the distance from the main contractor base in Paphos is added to most quoted day rates, which affects long trades such as plastering and tiling far more than a one-day electrical visit.

In the Famagusta district — Paralimni, Protaras, Ayia Napa, Deryneia and Sotira — the constraint is rarely price and almost always the calendar. Ayia Napa is predominantly seasonal tourist accommodation, so refurbishment is concentrated into November to March. Contractors there are quiet in autumn and fully committed from January, and a quote requested in December for February work is competing against every other owner on the same winter window.

Larnaca sits close to the island median, with a caveat around the salt lake: Oroklini and its surroundings carry higher humidity, which affects damp-proofing specifications and therefore the preparation stage of any renovation involving ground-floor walls.

The district price pages carry the same ranges broken down by area, and the area index shows which towns each contractor actually covers, which is usually a shorter list than a company website suggests.

What is usually excluded

Most of the gap between an accepted quote and a final invoice comes from items that were never in the quote at all. The following are the ones most often left out on Cypriot renovation work:

  • Making good. Chasing walls for new cable and pipe runs leaves damage. Whether patching, skimming and repainting the affected surfaces is included is worth asking in writing, because it is a large area on a rewire.
  • Waste removal. Skip hire, permits for placing a skip on a public road, and disposal of the volume that a full strip-out actually produces.
  • Certification. The electrical certificate at completion, and any structural or architectural certification that a permitted alteration requires. ETEK maintains the register of engineers and architects entitled to issue it.
  • Design and permit fees. Drawings, structural calculations, submission fees and the professional time to run the application are separate from construction cost.
  • Asbestos survey. Relevant on older stock and on any property where the original roof sheeting or service ducts are unknown.
  • Scaffolding and hoisting. Frequently assumed by the contractor to be included and frequently not.
  • Temporary accommodation. A full renovation of an occupied home means moving out. That cost sits with the owner and belongs in the budget.
  • VAT treatment. Whether the reduced rate for a main residence applies to a particular project is a question for the Tax Department and not for the contractor. Quotes differ on which assumption they have made, and comparing two quotes that assume differently is comparing nothing.

How to compare quotes

Comparison only works when the thing being compared is held constant. On renovation that means one written scope, issued to every contractor in the same words.

  1. Write the scope before requesting the first quote

    Room by room, surface by surface: what is removed, what is replaced, what stays. A scope written after the first site visit is a scope written by the first contractor.

  2. Name the provisional sums

    Tiles, sanitaryware, kitchen units and ironmongery should carry a stated allowance in every quote. Two quotes with different unstated allowances are not comparable, and the difference between them is frequently larger than the difference in labour.

  3. Ask what happens when the walls open

    The honest answer is a variation procedure, not a promise. Ask how variations are priced, who authorises them and whether rates are fixed for the duration of the contract.

  4. Tie payments to stages, not to dates

    Stage payments against completed and inspected work keep the programme and the money aligned. Calendar payments do not.

  5. Check registration and coverage before scope

    Company registration, insurance and years active are documents rather than impressions. The contractor directory records those fields for renovation contractors listed across five districts, alongside the towns each one actually works in.

Establish who carries the permit

The practical effect of a permit is measured in months rather than in euros. Structural alteration, changes to the external envelope and added floor area require one; replacing finishes does not. A contractor willing to begin permitted work before the permit is granted is transferring a risk onto the owner, who is the person the enforcement notice will name.
