Why house extension prices vary so much in Cyprus
Extension quotes in Cyprus rarely disagree about the new floor area. They disagree about the junction with the old house. Here is what moves the number.

Extension quotes in Cyprus rarely disagree about the new room. They disagree about the joint between the new room and the house that is already standing. Foundations, the structural condition of what is being built onto, the roof abutment, the floor level and the making-good where new render meets old are where the spread lives — and none of it is visible in a price expressed per square metre of new floor area.
The size of the spread
The unit everyone quotes in is the unit that hides the most. Per square metre of new floor area treats a single-storey room on a level plot with independent foundations as the same product as a first-floor addition over an existing reinforced concrete frame. They are not remotely the same job.
A ground-floor extension on a clear, level plot sits at the bottom of the recorded range. The foundations are new, the structure is independent, the roof is its own, and the only real interface with the existing house is one opening in a wall.
A first-floor addition sits at the top, and it starts before anything is built. The existing frame has to be assessed for the load it is about to receive. Foundations may need enlarging, columns may need jacketing, and the answer is not known until a registered engineer has looked. Cypriot houses are typically reinforced concrete frames with blockwork infill, and while that is a forgiving system to build upwards on, forgiving is not the same as free. Any quote for a storey addition given without a structural appraisal is a guess with a number attached to it.
Between the two extremes sit the cases that catch people out: extending onto a sloping plot, where retaining structure appears before any floor area does, and extending a house whose original permit drawings cannot be found, where the first cost is a surveyor rather than a builder.
Access and travel time
Nothing changes an extension quote as invisibly as the route from the road to the back of the house.
On hillside plots around Peyia, steep access roads limit crane and delivery vehicle size. Concrete arrives in smaller loads, the pump may not reach, and excavated material leaves in more journeys than the volume alone would suggest. That cost is distributed across every rate rather than shown as an access charge, which is why two quotes for identical drawings can look inexplicably far apart.
Distance behaves the same way. Around Polis Chrysochous, the gap to the main contractor base in Paphos adds travel time to most quoted day rates, and an extension keeps a crew on site for weeks rather than days.
The bottom of the range has a geography too. Aradippou and comparable newer detached housing carry a high share of the island's extension work, because level plots, wide roads and space at the side of the house mean plant reaches the working area and materials are stored where they are needed.
Strovolos is the instructive counter-case. Its large stock of 1970s to 1990s apartment blocks means the request there is usually not a ground extension at all but a veranda enclosure — and enclosing a veranda in a block involves the management committee and the common parts before it involves a builder.
Specification differences
Once the drawings and the access are matched, the remaining spread sits in six blocks — and in extension work the expensive ones are the blocks that touch the existing house rather than the ones that build the new floor area.
Foundations and ground
Ground conditions are the largest genuinely unknowable variable at quotation stage. In parts of Pissouri, where ground movement is known, structural surveys are standard before major work, and a quote there should carry the investigation rather than assume past it. Elsewhere, expect a provisional sum and ask what triggers it.
Roof and the abutment
A flat roof with a modern waterproofing system and a pitched tiled roof are different money, but the decisive detail is where the new roof meets the old wall. That abutment is where extensions leak first, and it is routinely covered by a single line in a quote.
Thermal specification
New floor area has to meet current thermal requirements even when the house it joins was built long before those requirements existed. Inland, that bites hardest: Nicosia has the widest temperature range on the island, and insulation and shading specifications there are driven by summer cooling as much as by winter heat loss.
Glazing and shading
Large openings are the point of most extensions and the thermal weakness of all of them. Thermal-break aluminium, the glass specification and external shading are priced separately often enough that two quotes can differ substantially on the same elevation drawing.
Services
Additional circuits, a consumer unit with capacity to take them, and any relocation of plumbing all belong in the scope. Where the extension contains a kitchen or bathroom, drainage falls and the position of the existing soil stack decide the floor build-up, and the floor build-up decides the door heights.
Making good
Matching render, matching floor levels, matching roof line and reinstating the garden the plant drove across. This block is small in materials and large in labour, and it is the one most often absent from the lower quote.
Season and demand
The programme for an extension is set by the permit, not by the build. Planning permission and a building permit are required before work starts, and the time they take is a function of the completeness of the submission, the municipality and the complexity of the case rather than anything a contractor controls. A programme that assumes an early start is a programme with a hidden assumption in it.
Once on site, the calendar matters in the ordinary ways. Concrete poured in high summer needs different timing and curing care than the same pour in March. An open roof abutment during a wet week is a risk that a contractor prices as a contingency whether or not it is labelled as one.
District demand adds a further layer. Limassol's rapid development has kept envelope and facade trades busy, which tightens availability for the same crews an extension needs. Where that pressure translates into a real price gap and where it is simply noise is what the district price pages on this site are for.
How to read a quote
Give every contractor the same drawings and the same written scope. Anything less compares assumptions rather than prices, and the lowest figure is normally the one that assumed least.
- Ask for the price split into blocks: design and permit, substructure, frame and envelope, roof and waterproofing, services, internal finishes, junction making-good, external reinstatement.
- Ask who carries the structural design and certification. That work belongs to a registered engineer, and ETEK holds the register.
- Ask whether permit application fees, drawings and the completion certificate are inside the price or outside it.
- Ask what the foundation assumption is, and what the rate is if the ground proves otherwise.
- Ask whether scaffolding, waste disposal and site welfare are included.
- Ask explicitly whether the programme assumes a start before the permit is issued.
Common questions
Does a house extension need planning permission in Cyprus?
Adding floor area requires planning permission and a building permit, obtained through the relevant municipality or district administration before work begins. The permit position is a matter of record, so it is reasonable to ask for it in writing and to make the start of works conditional on it.
How long does the permit take?
There is no single answer, and any contractor offering one is guessing. What determines it is the completeness of the submitted drawings, whether the case raises planning issues such as coverage, height or setback, the authority handling it, and whether the original property has a clean permit history. Budget the programme around the permit rather than around the build.
Is a first-floor extension more expensive than a ground-floor one?
Usually, and the reason is structural rather than architectural. The existing frame and foundations have to be shown capable of carrying the new load, and any strengthening that follows is work with no visible result. A ground-floor extension on a level plot avoids that entirely.
Does enclosing a veranda count as an extension?
It can. Where enclosure creates enclosed floor area, it is generally treated as adding to the building rather than as a cosmetic change, and in an apartment block the veranda is frequently part of the common parts, which brings the management committee into the decision before any authority does.
What does the per-square-metre figure include?
Ordinarily the new structure, envelope, roof and a stated level of internal finish. It rarely includes professional fees, permit costs, alterations inside the existing house, external works or making good. Use it to compare like with like, not as a project budget.
Can work start before the permit is issued?
It should not, and the exposure sits with the owner rather than the builder. Unpermitted floor area surfaces later — at sale, at transfer of title, or when a completion certificate is needed — and regularising it afterwards costs considerably more than sequencing it correctly at the start.
