Roof repair quotes in Cyprus — what should be in writing

What a Cyprus roof repair quote must put in writing: measured area, named membrane, upstands and outlets, payment stages and how variations are priced.

A roof repair quote that can be compared against another one states which family of work is being priced, the measured area and how it was arrived at, the membrane system by manufacturer and product, the thickness or number of coats, what happens at every upstand, penetration and outlet, and what is done with the equipment already standing on the roof. A lump sum with the words "roof repair" above it is not a low price or a high one. It is an unpriced scope.

Every range above carries the number of quotes behind it and the month it was recorded, and a quote is readable against them only once it says what it covers.

Why written scope matters

Most Cypriot housing has a flat reinforced-concrete roof, so quotes tend to be priced per square metre — and the square metre is exactly where the ambiguity sits. A rate applied to plan area treats parapet upstands, the plinths under rooftop equipment and the detailing at outlets as though they were free. Those details are where flat roofs fail, and they are the slowest part of the job.

The second ambiguity is the family of work. Localised repair, an overlay of the existing surface, and a strip back to the structural deck with new falls are three different jobs that all appear under the same heading. Two contractors can stand on the same roof and return figures that are nowhere near each other without either being wrong.

Cypriot roofs are also crowded. Solar water-heating cylinders and collectors, storage tanks, condensers and aerials each have feet, fixings or penetrations, and each has to be lifted and reset. In Limassol the same questions have moved onto balconies and facades as high-rise stock has grown. A quote silent on that equipment has not priced it, and the reset arrives later as a variation.

Scope also decides who absorbs the difference between the survey and the roof. If the document assumes the substrate is dry, everything that is not dry lands on the owner. If it says nothing, that discussion happens with the membrane already stripped.

The eleven items a quote needs

  1. 1. The family of work being priced

    Localised repair, overlay, or strip and re-lay. This one line explains more of the spread between quotes than district, contractor size and negotiation together, and it is the first thing to align across a set.

  2. 2. The measured area, and what was measured

    Plan area or developed area, taken on site or from a drawing, with a figure written down. Whether upstands, plinths and gutter details sit inside or outside it should be stated rather than inferred.

  3. 3. The membrane system, named

    Torch-applied bituminous sheet, liquid-applied polyurethane, cementitious slurry, or a hybrid using a liquid system at the details — by manufacturer and product name, because "as per manufacturer's instructions" means nothing until the manufacturer is named.

  4. 4. Thickness or number of coats

    Sheet thickness for a membrane, or the number of coats and dry film thickness for a liquid system, plus the reinforcement at junctions. This line most often separates two otherwise identical documents.

  5. 5. Substrate preparation and primer

    Cleaning, grinding, crack treatment and the primer specified for that substrate. Preparation is labour rather than material, which is why it is the first thing to leave a keen figure.

  6. 6. Falls and ponding

    Whether screed is being re-laid to falls or the existing falls accepted. Standing water on a flat roof is normal after heavy rain and a problem when it is still there days later. If falls are not being corrected, the quote should say so.

  7. 7. Upstands, parapets and thresholds

    The height the membrane is taken up at every parapet and wall, how it is terminated, and what happens at door thresholds where an overlay raises the finished level.

  8. 8. Penetrations and rainwater outlets

    Every pipe, cable, vent and drain treated individually, and whether outlets are renewed or refurbished. Blocked and undersized outlets cause more Cypriot roof failures than the field membrane does.

  9. 9. Rooftop equipment

    The solar cylinder and its frame, water tanks, condensers and aerials — lifted, reset and reconnected by whom, and whether the household is without hot water while it happens.

  10. 10. Insulation and the reflective finish

    A reflective top coat lowers the surface temperature the membrane reaches in summer, the largest ageing factor on a roof at this latitude. Insulation boards are a separate decision with a real cost, so a quote including either looks high against one that excludes them while delivering more.

  11. 11. Access, waste and guarantees

    Scaffold or hoist, waste disposal by volume, and where a skip can legally stand. Then the guarantees separately: the manufacturer's material guarantee, which usually depends on certified application, and the workmanship guarantee, which depends on the contractor still trading.

Payment stages

Payment should follow events on the roof, not dates in a diary.

Four stages fit most roof work. A deposit against materials being ordered, since membrane rolls and drums are bought up front. A stage on strip-out complete, with the deck exposed and inspected — the point at which any hidden deterioration has been found and priced rather than argued about. A stage on the field membrane complete. A final stage held until the details are finished, the rooftop equipment is reset and reconnected, and the roof has been tested.

Testing matters here because the natural test is months away. A flood or controlled hose test at completion gives a result in an afternoon; where that is impractical, a retention held through the first sustained autumn rainfall is the alternative, written as a stated sum for a stated period.

VAT and permission belong in the same paragraph as payment. A reduced VAT rate applies to qualifying work on a main residence, the qualification is the owner's to establish with the Tax Department, and the quote should state which rate it applied. Repair that reinstates what was there is maintenance; altering the roof form or the external envelope needs permission, which is a programme question before it is a price one.

Variations and how they are priced

Roofs conceal more than most trades' work does, so the variation terms are worth more here than the headline rate. Three figures cover most of it: the labour day rate, the markup on materials bought for a variation, and the threshold below which minor items are absorbed. With those written down, the predictable discoveries can be priced now as provisional sums:

  • Saturated screed found on strip-out. Sealing a wet build-up under a new impermeable layer produces blistering and a second failure. Drying time, or removal, is a programme cost as much as a material one.
  • Spalling concrete and corroded reinforcement. Common at older exposed roof and balcony edges. The repair is a separate operation that has to happen before waterproofing rather than underneath it.
  • Outlets or falls that have to change. Where the roof has never drained properly, correcting it is new work, not part of a re-lay.
  • Access and waste that turn out worse than assumed. Steep approaches in Peyia limit vehicle size on many hillside plots; a top-floor flat in a 1970s Strovolos block with no goods lift moves every roll by hand; and in the narrow streets of the older centres there may be nowhere legal to put a skip, which turns disposal into a multi-trip operation.

Travel sits inside the rate rather than in the variations, which is why it is worth confirming for properties far from the crew: quotes around Polis Chrysochous carry the run back to Paphos on every visit, return visits included.

Season sets the programme. Enquiries spike after the first sustained rain of the autumn and lead times stretch with them. In the Famagusta district resorts, refurbishment concentrates in November to March because the rooms are occupied the rest of the year, so an owner in Ayia Napa competes for crews with hotel operators working to fixed reopening dates. In high summer, roof surfaces run far hotter than the air and some primers and hot-applied systems have upper substrate temperature limits.

Red flags

  • A lump sum with no measured area. Nothing can be compared with it, and any reduction in scope during the work is invisible.
  • "Waterproofing" with no product named. The word covers systems with different lifespans, different guarantees and materially different prices.
  • No mention of upstands, outlets or rooftop equipment. These are the details that fail, and a document that omits them has priced the easy part.
  • A quote produced from photographs. Pricing a system across the whole area is the only way to cover a fault nobody has located — not dishonest, but a larger job than the problem may require.
  • Fixings unspecified on a coastal roof. Salt-laden air in places such as Kato Paphos bleeds rust from ordinary fixings and untreated flashings into new membrane within a couple of seasons.
  • A willingness to start before permission exists where the roof form is changing. That transfers a regulatory risk from the contractor to the owner.

On an apartment block, none of this begins with an individual owner. The roof is common property, so the specification, the contractor selection and the payment run through the management committee — much of why communal roofs are repaired later, and at greater cost, than private ones.

Common questions

What is the minimum a roof repair quote should contain?

The family of work, the measured area and its basis, the named membrane system with its thickness or coat count, the treatment at upstands, penetrations and outlets, the handling of rooftop equipment, waste disposal, and the two guarantees set out separately. A document without those cannot be compared against another one or against a recorded range.

Should payment be held until it rains?

Holding a retention until the roof has been tested is reasonable; waiting for weather is a poor substitute for a flood or hose test that produces an answer in an afternoon. Where a test is not practical, the retention should be a stated sum released after a stated period, agreed before the work starts.

Does a roof repair quote need to mention a permit?

It needs to state which side of the line the work sits on. Reinstating what was already there is treated as maintenance. Changing roof form, adding height or floor area, or altering external appearance moves into planning and building permission, and the consequence is programme rather than budget.

What does the guarantee actually cover?

Usually less than the headline suggests. A manufacturer's material guarantee typically requires application by a certified installer to a specified thickness, which is why the specification lines matter. A workmanship guarantee covers the application and is only as durable as the company issuing it. Both should be named documents rather than a sentence at the foot of a page.
