House painting quotes in Cyprus — what should be in writing

What a Cyprus house painting quote has to put in writing: measured surface areas, the coating system, preparation, access, payment stages and variations.

A house painting quote that can be compared against another states the measured surface area it prices, names the coating system and the number of coats, sets out preparation as operations rather than as a word, says who provides access equipment, and lists what is excluded. A page carrying a property description and a total is a number, and a number cannot be checked against a second number.

Painting is recorded here per square metre of coated surface area, for two coats on a prepared substrate — not per room and not per property.

Each range carries its sample size and the month it was recorded. Exterior systems sit above interior emulsion for the same measured area, because the product, the preparation and the access are three different jobs.

Why written scope matters

The distance between two quotes for the same house is rarely the paint. It is preparation and access, both invisible on the finished wall, which is exactly why they are first to disappear from a thin specification.

Cypriot building stock makes the point concrete. Most housing here is a concrete frame with rendered blockwork, and render moves. Nicosia sits inland with the widest temperature range on the island, and that thermal movement produces the hairline cracking an exterior system has to bridge. On the coast the coating fights salt as well as ultraviolet: around Kato Paphos the air is salt-laden, which is why galvanised and marine-grade fixings are standard there and why washing down is an operation rather than a courtesy. In Limassol, high-rise development has moved much of residential painting into facade maintenance, where access equipment is a line in the quote rather than a rounding error.

Scope also settles who pays when the wall is not what the survey assumed. A quote stating that the substrate is assumed sound puts anything unsound on the owner. A quote silent on it reaches the same place, but only after the scaffold is up.

The eleven items a quote needs

  1. 1. The total, and the rate per square metre behind it

    A total alone cannot be compared across quotes measured on different areas. Rate and measured area shown separately can be, and multiplying them out checks that the two front-page figures belong to each other.

  2. 2. The measured areas, surface by surface

    Walls, ceilings, soffits, stairwells and external elevations, each with its own area. Coated surface area is not floor area, and high ceilings or heavy glazing break the relationship between the two.

  3. 3. What is outside the price, named

    Joinery, metal railings, garage doors, gates and the inside of built-in wardrobes are routinely assumed included by the owner and excluded by the contractor. Railings carry their own primer specification.

  4. 4. The substrate condition the price assumes

    Sound previously painted render, render with movement cracking, and a chalking or delaminating coating are three different labour quantities on identical wall area. The quote states which it priced, and what happens if the wall is another.

  5. 5. Preparation, written as operations

    Washing down, scraping, filling, opening and reinforcing cracks, stripping failed coatings, sanding back. Each either happens or it does not, and each can be listed. This is where the recorded range lives.

  6. 6. The coating system, by manufacturer and product

    A manufacturer, a product name and the number of coats including primer. Exterior work should name an elastomeric system specified for UV exposure at this latitude, because standard emulsion chalks and fails early on south and west elevations.

  7. 7. Primer and sealer on bare or patched substrate

    New render, patched areas and plasterboard joints have to be sealed, and the quantity depends on how much bare substrate the preparation exposes. Two coats over a sealed wall is a different price.

  8. 8. Colour change and the opacity allowance

    Going lighter over a strong existing colour, or covering smoke or water staining, can need an extra coat or an opaque primer across the whole area — the most common reason a two-coat price becomes a variation on site.

  9. 9. Access: method, provider and duration

    Tower, scaffold, mast climber or rope access; who supplies it; how many weeks it stands. Around Peyia, steep access roads limit delivery vehicle size on many hillside plots, so what can reach the property is settled before it is priced.

  10. 10. Protection, masking and reinstatement

    Floor protection, masking of glazing and ironmongery, moving furniture and putting rooms back are all labour. Quotes differ on who carries it by enough to explain a gap on their own.

  11. 11. Materials supply and the workmanship position

    A quote where the contractor supplies the paint and one where the owner does are not comparable figures. The document states which, what the materials allowance covers, and what the contractor returns for if the film fails early.

Payment stages

Payment attached to dates pays for the calendar. Payment attached to events pays for work, and painting has unusually clear events, because each stage is visible before the next one covers it.

A defensible structure ties a first stage to materials ordered and delivered, a second to preparation being complete and inspected — before any coating hides it — a third to the first full coat across the agreed areas, and a final stage to the finish inspected in daylight with snagging closed. The preparation stage is the one worth insisting on: it is the last moment at which the most expensive part of the job can be verified.

Seasonal work gives a second reason to stage against events. In holiday-let stock around Protaras, refurbishment windows between bookings run to days, so the completion date is worth more than the rate, and a final stage held against a dated handover is what keeps it.

Variations and how they are priced

A variation is work outside the written scope. The rates that price them belong in the quote before any variation exists: the day rate for additional labour, the markup on materials bought for a variation, and the threshold below which small items are absorbed. The likely ones can then be priced now, as provisional sums.

  • Crack repair beyond filler. Opening, reinforcing and making good movement cracking is a separate operation from filling nail holes, and the most common finding once a wall has been washed down.
  • Stripping a failed coating. Where a previous coating is chalking or delaminating, sealing over it fails within a season. Removal is quantified per square metre or it becomes an argument.
  • Damp or salt-affected walls. Coating over these does not fix them; the film lifts and takes substrate with it. Diagnosis belongs before the quote.
  • Access worse than surveyed. Ground that will not take a tower, a boundary that blocks a scaffold leg, or a hillside plot the lorry cannot reach.

Each belongs on the document as a named line with a price or a formula attached, not as a note about costs being advised in due course.

Red flags

  • A price for the property rather than a rate against a measured area. It cannot be checked and it cannot be compared with anything.
  • Preparation described in one adjective. Thorough preparation is not a specification. Washing, filling, crack treatment and sealing are.
  • No product named. The coating is the component most easily substituted between quotation and application, and every reputable product publishes a data sheet with its spreading rate and recoat time.
  • Access assumed rather than priced. Above single storey, silence about access equipment means it has not been costed.
  • A total with no VAT basis stated. The rate applied and the grounds for it belong on the document.
  • Verbal answers to written questions. A contractor who explains something clearly on the phone but will not repeat it in the quote has answered.

Three quotes are three quotes only when all three price the same written scope. Changing the external appearance of a property can also be controlled where the building or the area carries planning conditions, and the Department of Town Planning and Housing is the authority on whether a specific property does.

Common questions

How should the quoted area be checked?

Against the surfaces, not the floor plan. Wall and ceiling areas can be measured from drawings or on site, and a contractor who has measured produces the figures without hesitation. Where two quotes differ materially on area for the same house, one of them has estimated.

Is it reasonable to ask for the preparation to be inspected?

It is the most useful term in the document. Preparation is the largest variable in the recorded range and the only part of the job that becomes unverifiable the moment the first coat goes on. A stage payment attached to it makes the inspection happen.

Does the season change what should be in the quote?

It changes the programme clause. Exterior coating is scheduled around surface temperature rather than air temperature, so a south-facing render in full midday sun is too hot to coat properly and the work moves to shaded elevations or to early in the day. A fixed completion date with no weather clause is about to become a variation.

Are town-level painting figures published?

Ranges are published by district with the sample size against each. Town figures appear only where enough quotes have been recorded for a range to carry meaning.
