What roof insulation costs in Cyprus
Roof insulation in Cyprus is priced per square metre and rarely quoted on its own. What moves the range, what quotes leave out, and how to compare them.

Roof insulation in Cyprus is priced per square metre of roof, and the insulation itself is rarely the largest part of the figure. What sets the number is what has to come off the roof before the boards go down, and what has to be laid back over them afterwards. The ranges below are read from our records at page load, so they carry their own sample size and date.
Two contractors on the same flat roof can produce totals that are not comparable, because one has priced insulation as part of a full re-waterproofing and the other as a layer added to a roof assumed to be sound. Both are legitimate quotes. They are not the same job.
The short answer
Almost all Cypriot housing sits under a reinforced concrete flat roof, so quotes fall into one of four shapes.
A warm flat roof rebuild is the standard specification: the existing build-up is stripped back, insulation boards are laid over the slab, new waterproofing goes over the insulation, and a protection layer sits above that. It is priced per square metre of roof area and, crucially, the price already contains a new waterproofing system — the highest figure per square metre and usually the lowest cost per year of service.
An inverted or ballasted roof puts the insulation above the waterproofing, held down by gravel or paving. It suits roofs that are walked on — the roof terraces standard on Cypriot villas and penthouses — and it adds load, which is why it sometimes brings a structural check with it.
Sprayed polyurethane foam with a reflective top coat goes over a prepared existing surface. It is seamless, which is its real advantage on a Cypriot roof crowded with parapets, pipework and the feet of a solar water cylinder. The trade-off: the top coat is a consumable, specified with a recoating cycle, and a quote that omits the recoat is quoting a lower price for a shorter product.
Internal insulation to the underside of the slab carries the lowest rate per square metre and the weakest performance. Slab edges, beams and balcony returns stay uninsulated, so heat still moves through them, and the surface most likely to attract condensation is now inside the room.
The cost fact that outweighs all four choices: above-deck insulation requires the waterproofing to come off. Where a roof is already leaking or the membrane is at the end of its life, insulation and waterproofing belong in one project — adding boards during a re-waterproofing costs a fraction of stripping a sound membrane later purely to get underneath it. What drives the range
What is already on the roof
Cypriot flat roofs accumulate layers: an original screed, a bituminous membrane, several acrylic coatings applied over the years, and tiles on top of all of it. Stripping and tipping that build-up is labour and skip hire, and nobody can price it accurately from the ground. Minimal falls are common on older roofs too, and correcting standing water means a tapered layer or a new screed — the item most often discovered after the strip rather than before it.
Whether the roof is used
A roof terrace takes foot traffic, furniture and often a pergola, so it needs load-bearing insulation and a protection screed or paving rather than a membrane under light ballast. The same area is a materially different specification depending on whether anyone stands on it.
Parapets, upstands and penetrations
Detailing is priced by the metre and by the item, not by the area. Solar water cylinders and their frames are near-universal here and every foot is a penetration to be dressed, as are aerial mounts, condenser feet, outlets and the parapet upstand around the whole perimeter. A small, busy roof costs more per square metre than a large, empty one.
Insulation thickness
Thickness follows the thermal performance being targeted, not a price list. Minimum performance levels apply to new dwellings and to major renovation of existing ones, and a grant application is assessed against performance rather than against the depth of board on the invoice.
Access
Boards, membrane rolls and screed have to reach roof level. A block without a lift, or a hillside plot around Peyia where steep access roads limit the size of delivery vehicle and crane that can reach the property at all, adds time to every load — and it appears as a higher rate on everything rather than as a line item.
The weather window
Membranes and coatings have application temperature limits and need a dry period afterwards. A roof surface in midsummer is too hot for parts of the working day, and the autumn rains close the window at the other end. The practical seasons are spring and early autumn, which is when the established crews are already booked.
Communal roofs
In the 1970s to 1990s apartment blocks that dominate Strovolos and the older Nicosia suburbs the roof is common property, and the committee decision, the cost share and the access arrangements add weeks to the programme.
Cost by district
Material prices barely differ across the Republic — board and membrane arrive through the same importers. What varies by district is building stock, access, crew availability and the exposure the specification has to survive.
In Nicosia the case for insulating is strongest and the logistics are the hardest. The inland position gives the widest temperature range on the island, which is exactly what drives insulation and shading specifications, so the performance being bought is worth more here than anywhere else. Against that, much of the housing is 1970s to 1990s apartment stock where the roof is shared and the timetable belongs to the committee rather than the contractor.
In Limassol the constraint is availability. Rapid high-rise development has raised demand for balcony waterproofing and facade maintenance, and those are the same specialist crews that lay roof systems.
In Paphos it is exposure and access. Along the Kato Paphos seafront the air is salt-laden and galvanised or marine-grade fixings are standard — which matters for mechanically fixed insulation, edge trims and flashings, where an ordinary fixing corrodes long before the membrane does. Uphill around Peyia the constraint is the road rather than the sea.
In Larnaca and the Famagusta district it is humidity and season. Around Oroklini the salt lake raises humidity, which makes the interaction between insulation and vapour movement worth specifying rather than assuming. In Ayia Napa and Protaras the stock is seasonal accommodation, so refurbishment is concentrated between November and March — the same months in which a coating is hardest to apply. Booking at the front of that window rather than the back of it is the least costly scheduling decision available.

What is usually excluded
Most disputes about a roof bill concern something that was never in the quote:
- Stripping and disposal of the existing build-up, and the skip.
- Parapet upstands, edge trims and flashings, often shown as a provisional item pending measurement.
- Removing and refitting the solar water cylinder, plumber's visits included.
- Lifting and reinstating anything else on the roof — aerials, satellite dishes, condenser units, a photovoltaic array and its frame.
- Rainwater outlets and correcting falls, visible only once the roof is open.
- Making good the ceiling below, where a leak has already come through.
- Access equipment, where the stairwell will not take the material.
- Structural verification where ballast or a new screed adds load to an older slab.
- Recoating on sprayed and liquid systems: a maintenance cost on a cycle rather than a one-off.
- VAT treatment, where one quote is stated inclusive and another is not.
How to compare quotes
Every contractor should be pricing the same written scope, and the scope should state the roof area as measured rather than estimated. Photographs of the parapet, the outlets and the cylinder mounting produce a firmer number than any description.
Ask for the price split into five parts: strip and dispose, substrate and falls, insulation, waterproofing, and details and reinstatement. A single total cannot be compared with anything, and the split shows at once whether disposal has been priced.
Ask for the insulation product named, with its thickness and the thermal performance targeted. "Insulation and membrane" is not a specification, and a grant assessor will not accept it as one either.
Ask who lifts the solar cylinder and who reconnects it. On many quotes the answer is neither party.
Ask for the warranty split into product and workmanship, with separate durations, and — on any coated system — what it requires in the way of recoating. A long warranty conditional on maintenance that was never quoted is a shorter warranty.
Tie payment stages to completed layers rather than to dates, and ask for photographs of the insulation in place before the waterproofing covers it. Once the membrane is down, the layer beneath it is a matter of trust.
Finally, settle the grant sequence before signing. Residential energy-upgrade support has covered roof thermal insulation, and schemes of this kind have generally required the application to be lodged before work begins, with evidence of the building's energy performance. A contractor who starts on Monday can make an otherwise eligible project ineligible.
Common questions
Is roof insulation worth doing on its own, without waterproofing?
Rarely, where the insulation goes above the deck, because reaching the deck means removing the membrane anyway. The exception is a roof recently and properly waterproofed, where an inverted layer of insulation and ballast can go over the existing membrane without disturbing it.
Does roof insulation need a permit?
Insulating and re-waterproofing an existing roof is maintenance rather than development. Building a new pitched or metal roof over an existing flat one changes the external envelope and the height, and that falls to the planning authority — the Department of Town Planning and Housing is the reference point. The cost of getting this wrong is time rather than money.
What about a reflective white coating on its own?
A reflective coating lowers the surface temperature and helps with summer comfort, but it is a coating and not insulation — it does little for winter heat loss and does not change the thermal performance an energy-upgrade scheme assesses. Treat it as part of a system with a defined recoating interval, not as an alternative to insulating.
How long does a flat roof insulation job take?
Roof area, how many layers have to come off, whether falls need correcting, and the weather. A straightforward villa roof is a matter of days once the crew is on site; a communal roof with committee approvals runs to months from first quote to completion, most of it spent before anyone climbs the stairs.
